In recent years, the upgrading and building of new international calibre airports, sea ports, river ports, modern bridges, southern coastline crridors, etc. have created new driving force for the “ship of MeKEZ,” which has just departed, to speed up. Therefore, the potentialities of this region have to be exploited at the high speed in order that the MeKEZ deserves one of the national key economic zones in the integration and development process.

 

The targets set up for the MeRD in the new period are: to build the region into a big center for rice producing, aquaculturing, aquatic products catching and processing, contributing greatly to transferring biological technologies, supplying breeds and technological services, processing and exporting agricultural products for the MeRD.

 

On that base, commercially, they have to pay much attention to:

- The export turnover in the period of 2011-2020 must have the growth rate that is equal or higher than that of the whole nation’s; the per capita turnover must similarly improved; the brand-name prestige must be enhanced ensuring international standards and high added value.

 

- The exportation of rice must harmonize with the national food security, with the increasing rate of high quality rice. The exportation of aquatic products must associate with the stable development.

 

- The commercial-service activities in the provincial market must develop both in width and depth in order to associate with the exportation to contribute to stabilizing the macro economics, curbing inflation, ensuring social welfare.

 

In order to reach the above targets, the grassroots solutions effecting the commercial development must be con sidered, including:

- To give priority to newly building, maintaining, upgrading the infrastructure to connect to economic zones, commercial-service areas.

 

- To ensure the supply of energy, raw materials for agricultural and aquatic products producing and processing, especially in remote areas. To apply new biological advances to production.

 

- To make a co-operation between the four provinces/ cities in the region, between the region, the MeRD, and Ho Chi Minh City; to co-operate with managing organizations and scientific agents to help enterprises access invested capital sources, develop modern technologies for high yield, deeply process and keep in good condition in order to have high quality and valuable products, especially products for export; to discard backward technologies.

 

- To build Can Tho City to be deserved the beautiful name of “the Western capital city.” An Giang affirms its advantages on catfish and basa fish. Ca Mau focuses on shrimps. Kien Giang builds a strongly developed island of Phu Quoc as expected.

 

- To plan each local in the region in order that the whole MeRD has one million hectares of high-yield rice.

 

- To consolidate, develop trade villages, take full advantage of local raw materials and labor. Enterprises in the trade villages must be the core of production to gather satellite individual production households; products of each village have their own specific characteristics. Craftmen must be hornored and they in turn have to hand down their tecchniques to the posterity, restore and maintain traditional careers, and develop more new ones.

 

- To make sure the food hygiene and security and to associate with environment protection by using new technology and healthy chemicals. The by-products have to be salvaged to make new products. Those enterprises in the residential areas causing environmental pollution must be moved to industrial parks and export processing zones.

 

- To enhance the skills for employees in producing, processing and commerce-service industries, especially the peasants in those country-sides undergoing economic restructure. To develop the staff of managing cadres and technical experts on those fields having dominant development advantages in the region.

On those base, those solutions on commercial field must:

- To continue to renovate the export activities, both paying much attention to existing products and making new commodities. To trade in several commodities that are the mainstay of the trading industry under the mechanism of “conditional trading” in order to abridge the outlets and create large-scale enterprises having prestige on meeting long-term order of potential customers.

 

- To develop export markets, connecting to fellow traders to make new markets, in which, paying attention to neighboring markets such as Cambodia, Thailand, Laos, and China, and reaching to remote and high-level ones.

 

- To bring into play all sources from managing organizations; lobbying and supplying information on commercial barriers to export goods; supporting legal action on potential disputes.

 

- To create favorable conditions for the enterprises to take part in commercial promotion activities. The localities organize by themselves or co-operate with other units to organize the commercial promotion activities in the locality, area or region; to gather all sources to enhance the stature of the Can Tho International Agriculture Fair. The new policy on making and implementing the National Trade Promotion Program since 2011 has had a new feature, e.g, it includes the three fields of export–domestic market–border, mountainous and island areas, which has opened a prospect to implement the above idea. According to that, the trade promotion will support: the improving of distribution system; the information building and supplying; the freight forwarding and transportation activities; the ability enhancement of the traders operating in the locality; the goods promotion and consumption, etc. The national brandname program has to support the making and protecting of brand-names of the goods that are the mainstay of the region.

 

- To continue to improve the distribution system, upgrading and developing the retail network; actively distribute goods to rural areas, ethnic minority areas, islands, and industrial parks; to widen the “fixed price goods selling” form in order to make the movement of “Vietnamese give priority to using Vietnamese goods” effective; to monitor the demand-supply progress, prices, markets; to keep the large balances stable, especially raw materials, essential consumer goods; to enhance the market control.

 

-The industrial associations such as Food Association, Association of Seafood Exporters and Producers, Fruit Association, etc. are to co-operate and help member enterprises in the region to consolidate and develop effectively from input to output.

 

- To combine trade promotion with tourist and investment promotion. The four localities of the region are attractive destinations with “products” of commemorative tourism, eco-tourism, sea tourism. Therefore, the more tourists from strong economies coming to Vietnam, the more chances we have on promoting commerce and investment.
