General overview of An Giang's economic development

VIAn_giang_economic_development_2ETRADE - An Giang is a province that has such specific characteristics as having both plains and mountains, minerals, and long lasting historical monuments that bear the hallmarks of ancient wet rice culture. An Giang is also the trading gateway between provinces of the Mekong River Delta and ASEAN countries on main land, and has nearly 100-kilometre long borderline with 5 border-gates that are permitted to do the customs clearance of goods, including: 2 international border-gates, 2 national border-gates, and 1 subborder-gate. Besides, An Giang also has profuse surface water source that is very favorable for rice planting and aquaculture.



- Agro-forestry-fishery area ensures the annual average growth rate in the period of 2006-2010 of 3.77%, in which agriculture increases by 4.1%, forestry 3%, and fishery 1.9%.


- Cultivation: has step by step moved to goods production in association with the market, enhancing the quality and value of products. There has been much attention paid on the research and application of high yield seedlings and breeding animals that contributes to the remarkable increase of output capacity of agricultural products.


- Breeding: The industrialized breeding on farms is being formed and keeps on developing; the production value of the breeding keeps on increasing (6.2% in 2010 compared to 5.19% in 2006).


- Forestry: Together with the development of concentrated forest, the planting of dispersed trees also develops throughout the years, especially in rural and remote area (mostly along the sides of canals, ditches, roadsides, estates, government offices, etc.).


- Fishery: Rather develops, especially aquaculture. The aquatic products in 2010 are estimated at over 280,300 tons (1.55-fold increase compared to 2005), remarkably contributing to the increase of the province’s export turnover of aquatic products.


- Rural economy

Developing towards the diversification of industries and careers, increasing the ratio of industry and service. The rural infrastructure, especially transportation, irrigation, power supply, water supply, schools, infirmaries, markets, etc. are synchronously invested. The living conditions of many rural areas have been considerably improved compared to 2005.



The annual added value reaches 12.975. In which, the mining industry increases by 19.6%, the processing industry increases by 14.7%, the water and power production and supply 10.9%, the construction field only 7.37%.



Having made positive movement towards meeting the production and commerce requirements that better serves increasing of the province’s tourist income. The added value of the service field increases by 13.46%/year, hotelrestaurant 19%/year.


- Commerce: Rather developed. The purchasing power keeps increasing, the average increase of added value is 13.9%/year. The total retail turnover in the five years increases by 13.02%/year. In 2010, the export turnover reaches US$ 700 million, the total export turnover in the five year period reaches US$ 3 billion. The average export turnover per capita in 2010 reaches US$ 326, a 2.03-fold increase compared to 2005.


- Tourism: The quantity of tourists increases from 3.8 million in 2005 to 4.6 million in 2010, making an increase of the stay and travel turnover from 92 billion VND in 2005 to 170 billion VND in 2010. The tourist industry has paid attention on eco-tourism and community tourism, attracting much more tourists.


- Passenger and goods transport: Continuing to develop, basically meeting the people’s needs of goods exchanging and traveling with many comfortable means and modes of transport. The quality of transport service keeps enhancing everyday.


- Balance of budget: The total budget received in the province in five years reaches 13,919 billion VND, making an average increase of 15.7%/year. The total budget expensed in five years is estimated at 19,452 billion VND. Therefore, An Giang is considered the overspending province over the years.


- Balance of invested capital for development: Continuing to be improved over the years; the ratio of capital mobilization over GDP increases from 46.2% in 2005 to 49.1% in 2010. The total investment in the period of 2006-2010 reaches over 87,316 billion VND.


Business registration and certificate of investment issuing

- Business registration: The province has issued certificate of business registration to 2,436 businesses and 819 branch offices, making a decrease of 41 (36.9%) compared to the previous period. The total business registration capital reaches 19,169 billion VND.


- Investment attracting and certificate of investment issuing:

+ Domestic investment: The province has issued certificate of investment to 325 projects with the total invested capital of 17,174 billion VND.


+ Foreign investment: There have been 10 foreign direct investment projects issued with the total invested capital of nearly US$ 80,715,000. The total implemented investment is over US$ 34,679 million (making up 49% of the total invested capital). There are 7 projects put into operation, the remaining three are being implemented.


- Investment procedure aid: The total projects that need help from the local authorities in doing procedure are 156. Most of the documents that the investors need help are those proposing investment policy approval (105/156, equaling 67.31%). Besides, 17 cases need help in procedure to be issued certificate of investment, 26 cases in making project proposal or being introduced a unit to make project proposal and business design, 22 cases in remitting the document for business design appraisal, 2 cases in remitting appraisal report of environmental impact, 2 cases in fire preventing and fighting, 4 cases in land hiring procedure, and 5 cases in other matters.
