VIETRADE - Two, developing high-tech industry, information technological industry

Developing industry and construction goods having high competitive capacity; modernizing the industry of exploiting and processing seafood for export; developing port service and shipping industries and other industries relating to port system; enhancing the capacity, modernizing the technology of construction businesses from designing, works executing to human resources, and equipment in order to undertake big projects in socio-economic activities; speeding up the construction progress of the high-tech park and the concentrated information technological park.


Developing concentrated industrial parks; attaching the development of industrial parks and clusters to the development of urban systems and services; developing industry to serve agriculture and rural areas towards giving priority to clean and high-value products in association with changing career for agricultural laborers; encouraging supporting industries, main products having competitive advantages; supporting businesses to build their trade-names; supporting those businesses using renewable energy (solar energy, wind, geothermal, biomass energy from agricultural waste, etc.); creating models of those businesses having green working environment, protecting and saving natural resources; on that basis, rapidly forming of high-tech industry, supportive industry and developing industries having competitive advantages, such as seafood processing industry, software industry, marine economy serving industry and export-oriented industries.




Three, building a modern and synchronous infrastructure

Focusing on urban design, organizing modern urban space and in harmony with nature; ensuring the standards of modern urban such as traffic land area, residential land, tree density, land for the construction of cultural, educational, health works, etc.; attaching the building of a modern and synchronous infrastructure to building typical architectural works; making competitive examination for architectural plans of large-scale works having special architectural requirements, import meaning and position in the city; putting an end of illegal construction in the urban residential areas; building urban architecture management regulations. Enhancing the operating capacity and state management of investment; prioritizing the allocation of invested capital for development, especially the urgent and key projects that can promote the socio-economic development; balancing and allocating adequately the counterpart funds for ODA projects, projects implementing Resolution 33-NQ/TW of the Politburo; quickly overcoming the spread investment and debts in basic construction. In the structure of regular expenditures, prioritizing the allocation of capital to ensure the higher expense growth for education, training, and health than other sectors; allocating sufficiently grant for scientific research, especially applied sciences; allocating adequately and timely expense to implement policies on social welfare and hunger eradication-poverty alleviation.


Reviewing, supplementing and implementing the plan for developing transportation in the city in accordance with the master plan approved; promoting the progress of essential works and transport systems as: Rong Bridge, new Nguyen Van Troi Bridge, Nguyen Tri Phuong Bridge, Da Nang International Airport, Tien Sa Port (phase 2), Lien Chieu Port (phase 1), the new railway station, Da Nang-Quang Ngai Expressway, Ho Chi Minh Trail (Nam Dong-Tuy Loan route), the road linking the East-West Economic Corridor from Da Nang Port to Nam Giang Border Gate, Hue T-junction overpass, provincial roads of 601, 604 and other belt roads; upgrading the inner city traffic network; prioritizing to develop public transportation; reducing private means of transport in the city; building the subway network; accelerating the underground network of electricity, telephone, cable TV, Internet in downtown area; developing the system of bus stops, bus stations, and traffic control systems as planned; developing the transport system in association with the neighboring central urban areas of the Central; reducing traffic accidents.


Concentrating to investing, completing the execution of construction works, completing on the progress the key economic infrastructural works, such as the Northwest and Da Phuoc new urban areas, Hoa Xuan ecological urban area, administrative center of the city; strengthening the clean water supply capacity, completing the construction of Da Nang Water Plant; upgrading and improving the collection and treatment system of wastewater and solid waste; planning wastewater system across the city by 2020, gradually separating the wastewater system from rainwater system; promoting the housing construction and development, focusing on building resettlement housings, social housings, housings for students and workers in industrial parks; promoting the socialization, developing mechanisms to encourage economic sectors to invest, manage and exploit transport works, technical infrastructure, and organize public transport services; building Da Nang into one of the important transport hubs of the region and the country in domestic transport and international transit; focusing on developing maritime economy, striving to build Da Nang into a major port city of the region and the country.
