National Workshop on Institutional Assessment of the Vietnamese Regional Trade Support Networks

VIETRADE - The Program “Decentralized Trade Support Services for Strengthening the International Competitiveness of Vietnamese Small and Medium-sized Enterprises (SMEs)” is a technical cooperation project funded by the Government of Switzerland and implemented over a four-year period (2013 – 2017). The Program is managed by Vietnam Trade Promotion Agency (Vietrade) under the National Execution modality (NEX). It is a follow up cooperation program to project VIE 61/94 “Support to Trade Promotion and Export Development in Vietnam (2004 - 2010) which was co-funded by the Governments of Switzerland and Sweden.

 

The direct beneficiaries of the Program are  Trade Promotion Organizations (TPOs), Trade Support Institutions (TSIs) and SMEs in 39 selected provinces of Vietnam and Hanoi. The provinces have been selected on the basis of their sustainable export development potential, trade supporting capacity and actual commitment to participate in the Program. The provinces are grouped in regions (Northern, Central and Southwestern) which will be serviced through focal point hubs in Hai Phong, Da Nang and Can Tho. 

 

The Program aims at increasing the contribution of SMEs in key export sectors in three selected regions (Northern, Central and Southwestern) through the strengthening of trade support services being offered to potential or current SME exporters.  This will be done by upgrading the technical capacity of selected Provincial TPOs, TSIs and Product Associations in their supporting role to exporting SMEs, within the framework of three Regional Networks. To reach this objective, an institutional assessment of the Vietnamese national and regional trade support infrastructure has been undertaken.    

 

The main purposes of this activity are to assess the capacity and efficiency of the above-mentioned in three Regional Networks, focusing on (i) current capacity of the trade promotion system; (ii) demand of local enterprises for export support services; (iii) solutions and action plans to strengthen the capacity of trade support networks to enhance the export competitiveness of Vietnamese SMEs. The endorsed recommendations will then be implemented by the SECO/VIETRADE Program during the period 2015-2017.

 

In addition, the results will initiate more outreaching actions for TPOs, TSIs and Associations, and more networking activities of Vietrade with them, VIETRADE being the key national   Trade Promotion agency.

 

The three regional reports were reviewed by leading Vietnamese experts in economy and trade from related Ministries, Branches and bodies, before being published and presented at the workshop.

 

VIETRADE is organizing the National Workshop on Institutional Assessment of the Vietnamese Regional Trade Support Networks to introduce findings and recommendations to trade planners and policy makers from the provincial and central levels, to economic organizations and to small business enterprises, for their basic reference and orientation in coming years.
