National workshop on Export Potential Assessment

VIETRADE - The Program “Decentralized Trade Support Services for Strengthening the International Competitiveness of Vietnamese Small and Medium-sized Enterprises (SMEs)” is a technical cooperation project funded by the Government of Switzerland and implemented over a four-year period (2013 – 2017). The Program is managed by Vietnam Trade Promotion Agency (Vietrade) under the National Execution modality (NEX). It is a follow up cooperation program to project VIE 61/94 “Support to Trade Promotion and Export Development in Vietnam (2004 - 2010) which was co-funded by the Governments of Switzerland and Sweden.


The direct beneficiaries of the Program are  Trade Support/Trade Promotion organizations and SMEs in 39 selected provinces of Vietnam and Hanoi. The provinces have been selected on the basis of their sustainable export development potential, trade supporting capacity and actual commitment to participate in the Program. The provinces are grouped in regions (Northern, Central and South-western) which will be serviced through focal point hubs in Hai Phong, Da Nang and Can Tho. 


The Program has started with an inception phase from June 2013 to December 2014. The first major activity is to identify and assess products and services which have an export potential, at least in the medium term. This Export Potential Assessment (EPA) has been undertaken at the regional and national levels. During the main phase of the Program, at the regional level, trade promotion activities by institutions, and export development activities by SMEs, will be carried out to expand and diversify exports of the products and services with an export potential.


The Assessment focuses on the 5 economic sectors of Agriculture, Industry, Services, Arts and Crafts, and Fisheries at the national and regional   levels. The four draft national and regional reports were reviewed by leading Vietnamese experts in economy and trade from related Ministries, Branches and bodies, before being published and presented at the workshop.


EPA is a thorough and complex exercise which was first developed in Vietnam in 2001, within the framework of an earlier technical cooperation project. It was later refined in association with ITC in 2005, and the refined 2005 methodology was used in this report. But this is the first time that it was completely carried out by a full Vietnamese team of 20 national and regional consultants, under the technical guidance of the Program International Adviser. This is an excellent example of national execution at work. We are pleased to have received a number of comments that “the studies are of high quality and at international level”.


The Ministry of Industry and Trade is organizing the National Workshop on Export Potential Assessment to introduce the EPA studies to trade planners and policy makers from the provincial and central levels and to economic organizations and enterprises, for their basic reference and orientation in coming years.
