The National Steering Committee of Vietnamese SMEs Support Program

VIETRADE - On the morning of May 25, 2016, a meeting of the National Steering Committee for the Program “Decentralized Trade Support Services for Strengthening the International Competitiveness of Vietnamese Small and Medium-sized Enterprises” was hosted at the Office of the Vietnam Trade Promotion Agency (VIETRADE), Ministry of Industry and Trade (MoIT). This is the 3rd meeting of the Committee, focusing on the progress report for the first year of the main phase of the program (March 2015 – March 2016) and plan for the upcoming year (April 2016 – April 2017).

 

The meeting was chaired by Mr. Do Kim Lang, Deputy Director General of VIETRADE, National Program Director and Mr. Miroslav Delaporte, Country Director of SECO Viet Nam. It was attended by representatives of Ministry of Planning and Investment, Ministry of Finance, MoIT, local trade promotion centers and industry association, which are the beneficiaries of the program, as well as relevant divisions of VIETRADE.

At the meeting, Ms. Nguyen Thi Minh Thuy, Deputy National Program Director presented activity results in the first year of the main phase of the program (March 2015 – March 2016). It was reported that many policy-related activities, technical assistance, research, capacity building and marketing for Trade Promotion Centers, trade supporting organizations and small and medium enterprises (SMEs) were conducted under the Program.

 

Results presented included: 235 staffs from Trade Promotion Centers, trade supporting organizations and 152 SMEs participated in meetings of the Technical Working Group; 36 Export Development Plans (EDP) of 36 enterprises were finalized with the involvement and support from 33 Trade Promotion Centers/ trade supporting organizations; 40 Trade Promotion Centers/ trade supporting organizations took part in expos and market study teams; 3 training packages were developed to train potential trainers in (1) market research, (2) trade fair participation and (3) export marketing; approximately 30 capacity building courses were organized for staffs of Trade Promotion Centers/ trade supporting organizations and exporting enterprises in 8 sectors (green tea, lychee, pepper, tuna, fresh fruit, pangasius, handicraft, and logistics); several national conferences/forums were successfully organized such as the Trade Policy Forum “Trans-Pacific Partnership Agreement - TPP and Europe-Vietnam Free Trade Agreement – EVFTA: Opportunities and Challenges for Vietnamese Small and Medium Enterprises”, Conference “Fostering Competitiveness for regional specialties through regional network”, Conference “Controlling quality and residues of plan protection products in production of pepper and other exporting spices”, etc.

In his speech, Mr. Miroslav Delaporte, Country Director of SECO Viet Nam highly appreciated the efforts of the Program Management Board because during its short implementation period, there were positive results that met the deadlines proposed in the approved project document and plan. He also mentioned several issues in implementing activities and corrective actions in the upcoming time such as: improving management structure, strengthening collaboration with regional coordinators, relevant divisions of VIETRADE and local Trade Promotion Centers/ trade supporting organizations to reduce the workload for the Program Management Unit in Hanoi; improving the effectiveness of the program though close collaboration with external resources; identifying the development strategies of VIETRADE to coordinate and deal with long-term issues; narrowing/ selecting prioritized pilot model to build a successful brand before replicating to other sectors, etc.

Speaking at the meeting, Mr. Nguyen Huy Hoang, Minister of Planning and Investment mentioned that the program activities were closely in line with the approved document and plan. The fact that 25% of total program budget was saved indicated that the Program Management Unit had appropriate adjustments to avoid overlaps with other relevant units/organizations’ activities. He also emphasized that in the upcoming time, there needs a plan to allocate and efficiently use the saved budget for other activities to support SMEs to replicate their achievements. In addition, the program should also focus on developing sub-law documents to better support commercial promotion activities in the future.

 

Mr. Hua Tu Anh, Director of Da Nang Trade Promotion Center, the Program Regional Coordination in the Central of Vietnam recommended to maintain activities of the technical working group after the program ends, continue to support/use the provincial trainers to roll out advance training courses on market research, trade fair, e-commerce, etc. in order to ensure the sustainability of the program. He also requested the donor to study a feasible plan for the next phase of the program, focusing on the value chain of several exporting industries under the program.

In 2016 – 2017, the Program Management Unit will continue to implement planned program activities, which include fostering connection and collaboration between the program and its beneficiaries and other international organizations as well as continuing to provide support and advanced training for staff of Trade Promotion Centers/ trade supporting organizations and SMEs on fostering export competitiveness in the current context of deepening and broadening integration.

 

Finally, together the Steering Committee members discussed and provided guidance for the implementation of the program in the upcoming period.

 

For several reasons, the mid-term review report will be discussed and agreed on in a separate meeting between the Program Management Unit and donor. All comments and the mid-term review report will be shared with the Steering Committee members for review and inputs.
