Development_planning_on_industries_and_sectors_5VIETRADE - 5. Infrastructure structure

Infrastructure structure shall be built to keep the socio economic development, defense, and regional security assured and satisfy requirements of marine development, Van Don Multifaceted Economic Zone, and border gate economic zones. Coupled with planned concrete projects and programs, the province shall take pains to research and build structure to serve conjugate and com prehensive economic modes such as urban conjugate economic zone, industrial parks, technological parks, tourist areas, transport serves, sea port logistics…  

a. Communication

- Roadway: Research on construction of roads for coal ports separated with those of other ports, creating belts isolating coal exploiting areas from residential vicinities, tourist areas by green tree strips, by-pass roads, and special railway.

 

+ East-west corridor: focus on the following routes: reconstructing and upgrading National Road 18A at category-I standard, Dong Trieu Route -Category-II Mong Cai Road: Building up Hanoi-Halong-Mongcai New Highway; rebuilding and upscaling Lang Son- Mui Chua Route of National Road 4B at flat category-II standard. Along with provinces in the Hong River Delta, the province shall build Quang Ninh-Hai Phong-Ninh Binh-Thanh Hoa Coastal Road.

 

+ North-south corridor: focus on the following routes: reconstructing and upgrading National Road 18C at mountainous category-II & III standard with Tien Yen-Hoanh Mo Road, Hai Hoa Road 340 leading to Northern Phong Sinh Border Gate and National Road 279 under belt 2.

 

+ Reconstructing and upscaling province and district roads linked with national road network; upscaling and building up roads of 341, 342, 343,and 344; investment in maintenance of current bridges and build up new bridges; reconstructing and building up urban streets in cities and towns; upscaling trans-commune roads into district roads; investment in construction of automobile roads to centers of communes; taking notice of border routes; gradual construction of  border roads and road network liking border region with inland ones.

 

+ Preparation for construction of Van Tien Bridge and Road 18 leading to Cai Bau Island (Cam Pha – Van Don - Tien Yen); completion of trans-province and provincial automobile stations; development of trans province communication by bus…

 

- Railway: Construction of Ha Long- Cai Lan Port  Rail Route; research on construction of Yen Vien-Pha Lai Rail Route from Co Thanh Railway Station based on Kep-Cai Lan Railway Route; building logical passenger stations on routes; research on construction of Ha Long-Mong Cai Railway connected with Dong Dang-Lang Son, creating a perfect railway network; building up a special rail way for a coal sector and Vang Danh-Uong Bi Area leading to Dien Cong Port; construction of tunnels or by-pass roads separated from residential vicinities in Cam Pha, Cua Ong Areas.

 

- Sea port system: focus on the upgradation of Cai Lan Port at capacity of 7-8 million tons per annum by 2010 for receiving 4-50,000ton vessels; upscaling current ports of Cua Ong (Cam Pha), Mui Chua (Tien Yen), Van Gia (Mong Cai), Hon Net, Con Ong (Bai Tu Long Bay); upgradation of Cam Pha Coal Port for accommodating 40,000; research on construction of self-contained coal ports, service and freight ports isolated from residential vicinities and tourist areas; construction of tourism port in Ha Long; focus on development of domestic ports and wharfs, expansion of quays such as Dan Tien, Tho Xuan, Da Do (Mong Cai), Genh Vo (Hai Ha), Van Hoa (Van Don)…research on conditions to build up a comprehensive port, petrol depots in Dam Nha Mac Area, Hung Yen District.

 

- Airway: Building up an airport in Van Don that is envisaged to receive airplanes such as A321, A320, and B777-200 and some 1-1,5 million passengers…

 

b. Power supply

Expanding Uong Bi Thermo-electric Plant at capacity of 7000 MW); building up Mao Khe Thermo-electric Plant at the capacity of 200 MW, Ha Khanh at capacity of 1,200 MW with the phase 1 at capacity of 600 MW, Mong Duong Thermo-electric Plant at capacity of 2,000 MW, Cam Pha 600 MW.

 

Building up 220kV electric line to Ha Long, 110kV electric line with a two-line 500-kV circuit from Hoanh Mo and Mong Duong to Mong Cai, and 35kV, 22kV electric lines leading to Binh Lieu, Hai Ha; expansion of electric power supply network for Van Don Economic Zone; research on construction of electroconductive lines to is lands of Minh Chau, Quan Lan, and Ngoc Vung; reconstruction and upgradation of current electric network; expansion of electric power network for new established industrial parks, rural and mountainous areas. 100% households shall have electric power by 2010.

 

c. Water drainage and supply Development_planning_on_industries_and_sectors_6

Tapping current water supply systems logically; expanding and building up some water supply projects in harmony with the development process such as Viet Hung Water Works buildup at capacity of 20,000m3/day by 2010 and 80,000m3 by 2020. Da Trang Dam at capacity of 10,000m3/day is tapped for Viet Hung Industrial Park, Hoanh Bo District. Expansion of Dong Trieu Water Works at capacity of 4,000m3 /day; building up under-ground water treatment plant at capacity of 4,000m3/day in Vinh Tuy and a clean treatment plant at capacity of 12,000m3 to supply water to Mao Khe, Hoang Thach; tapping Dong Ho Dam at capacity of 20,000m3/day; building up Dong Giang Dam and using Yen Lap Lake to bring water to more than 100,000m3 for Bai Chay Tourist Area and industrial clusters in Hoang Bo; building up Cao Van Lake to bring the capacity of Dien Vong Water Works to 120,000m3 /day by 2010; research on construction of Ba Che Dam; construction of water treatment plant cluster from lakes of Trang Vinh and Doan Tinh at capacity of 8,000m3 to bring the capacity of Mong Cai Water Works at 12,000m3/day; building up water supply projects for districts of Ba Che, Binh Lieu, Dam Ha, Hai Ha, and Co To (between 600 and 2,000m3/day).

 

Decreasing leaked water in urban areas from 55% to 20-25%; carrying out clean water for urban areas so that some 95-100% urban households use clean water by 2020.

 

Making plans and synchronous construction of water drainage systems, waste treatment areas from industrial parks and urban areas, and tourist areas to keep ecological environment unpolluted.

 

d. Irrigation

Investment in upgradation of irrigational system to provide adequate water for rice paddle and vegetables and other crops and drain water from flooded areas in contribution to protecting crops and lives, and assets from residents.

 

Stepping up the process of state-of-the-art and wide post communications network; putting up its high quality services; gaining 24 phone sets/100 residents and post-offices’ serving radius some 2.3-2.4 km
