The wholesale and retail system in the province compass over the past five years has developed in both urban and rural areas; the economic components have opened many retail shops. The trade promotion, export market expansion, and export market structure have been adjusted by the businesses in order to comply with the requirements of the reality. The service quality are enhanced, the rate of value of modern commercial service modalities keeps increasing. The e-commerce has initially been put into operation.


The total value of goods and service retail reached 21,600 billion VND in 2009, and was estimated to reach 28,000 billion VND in 2010, a 30% increase annually. The export turn-over reached US$ 640 million in 2009, and was estimated to reach US$ 720 million in 2010.


Eco-tourism and sea travel are being invested by all the economic components, many tourist area projects have been licensed, the quantity of tourists has rapidly increased, reaching 630,000 people in 2009, and was estimated to reach 700,000 in 2010, in which 14,500 are from abroad. The transportation, post-telecommunications, insurance, etc., have also rapidly developed with high service quality.


2.4. Socio-cultural fields

The education and training in Ca Mau over the past several years have had many positive changes. The scale of all grades and ologies has been expanded, and the educational quality and effectiveness have been improved. The professional education and vocational training have rather developed.


The educational equipment is synchronously invested. The education and training are being socialized; the study encouragement, and the movement of “the whole population goes to school” have rather developed.


There has been a progress in the investment, research, and application of technological and scientific advancement, especially bio-technology, to production; the application of  information technology has fast developed, contributing to the development of the socio-economy.


The fields of culture, literature, arts, physical training, sports, information, press, publishing, etc., have been enhanced, making positive changes in the social life.


The health care, implementation of national target programs on health, especially disease prevention, have gained good results. The policies on population, family, and children have properly been considered. The state management on environment has been intensified; the society’s awareness of environment protection has been raised. The programs of poverty alleviation, job creation, and social security have been widely and effectively implemented. The beneficiaries of social welfare have been looked after better.



At present, Ca Mau Province has the Gas-Power-Fertilizer Complex, and the IPs of Khanh An and Hoa Trung have been licensed by the Prime Minister. The establishment

of more IPs and the expansion of the IPs must tally with the filling ability of the project and the investment capital.


The plan for the first stage is to invest in ICs of Nam Can, Song Doc at the scale of 100-150ha; after the project has been filled up and the investment attractive ability has risen, these ICs will be expanded into IPs. As expected, by 2020, Ca Mau Province has the following IPs and ICS:


+ Khanh An IP (U Minh District): 360 ha, has been licensed by the Prime Minister. It is now in the ground clearance progress. This IP is the “backyard” of Ca Mau Gas-Power-Fertilizer Complex, which is able to use the low-pressure gas source. It is expected to attract the projects of construction materials production, forest products processing, electronic appliances, and garment.


+ Hoa Trung IP (Ly Van Lam Commune, Ca Mau City and Luong The Tran Commune, Cai Nuoc District): 350 ha (130 ha in the first stage), has been licensed by the Prime Minister. This is an IP of the province concentrating on processing aquatic products.


+ Nam Can IP (Nam Can Town, Nam Can District): 224 ha (can be expanded to 500 ha to build into Nam Can Economic Zone later), specializes in ship building, warehouse service, goods transshipment associating to Nam Can Port.


+ Song Doc IP (Khanh Hai Commune, Tran Van Thoi District): about 150 ha (can be expanded to 250 ha later), attracting aquatic products processing company, mechanical repairing company, warehouse.


Besides, each district has its own ICs, at a scale of 20-30 ha/district in order to arrange those industrial businesses that are intermingling with residential zones, and attract new industrial and small industrial projects. The rural vocational villages are restored and developed in order to create jobs and to move the rural economic structure.


Especially, the two small industrial parks in Ward 1 and An Xuyen Commune must be invested soon in order to move those industrial and small industrial businesses that cause pollution out of Ca Mau City.
