- Reconstruction and upgradation of transport-to- foreign territories network:

+ Upgradation and repair of National Road 5; buildup of National Road 5 heading islands, then Lach Huyen Deep Port and Dinh Vu Bridge construction

+ Reconstruction of Bypass III of Hanoi City (the route from Thanh Tri Bridge-Hanoi and National Road 5)

+ Reconstruction and up-scaling of Road 10: up-scaling Road 10 into a catergory-2-at- lowland-standard one; the road 10 that shall be a coastal bow-shaped one, offering connection and high-odds for the city


- Buildup and up-gradation of 3 bypasses:

+ Bypass 1: The road passes around northern city (Thuong Ly-Bach Dang-Nguyen Tri Phuong-Hoang Dieu- Le Thanh Tong-Chua Ve).

+ Bypass 2: The road, category-1 one, passes around east-west-north-south direction (Thuong Ly-Du Hang Kenh-Chua Ve).

+ Bypass 3: Minh Duc-Vat Cach-Kien An-Do Son route serving intensive IPs.


- Up-scaling of in-city roads:

+ Up-gradation of current provincial roads into catergory 3 with 12-m surface, and roads joining

townships, towns, and routes heading satellite town ships and middle townships.

+Up-scaling of urban streets; completing 70% of urban major streets at the urban street standards.

+ Development of a rural transport system; expansion and buildup of trans-district roads under lowland category-4 standard with twofold length of current one (some 300km), and their road surface of 6 - 9m in width

+ Provincial transport making up 5-6% in townships railway:


- Improvement and up-gradation of Lao Cai-Ha Noi-Hai Phong rail route: the route shall be a double-track and high-speed rail one. Hai Phong-Ha Noi shall be electrified.


- Construction of a new railway: the railway is planned to originate from Cam Lo and head ports, IPs, and townships as per following directions: Hanoiward route connecting with the current railway; Dinhvu Portward route; Vatcach Port and Vatcach IPs-ward route; Cam Riverward-through-Thuy Nguyen-heading-Minh Duc Port under Minh Duc-Ben Rung IP; Dosonward-through railway stations of An Duong-Kien An-Hoa Nghia-Do Son.


- Buildup of coastal railway routes from Quang Ninh to Thai Binh and Nam Dinh Provinces.



- Dredging of rivers and canals such as estuaries of Cam-Bach Dang to develop waterway transport

- Construction of river ports at districts and passenger ship ports heading Cat Ba, Cat Hai, and Quang Ninh.



- Improving and upgrading Cat Bi Airport into an international airport (a 3,200-m runway for 450-passenger airplanes to take off and land safely) to keep pace with Haiphong socio-economic development scale

- Up-scaling Kien An Military Airport in collaboration with economic operation

- Buildup of tourist airports in Cat Ba and Do Son


Water drainage and supply:

Water supply:

- Investment in putting up of reserves and high quality of supplied water resources: in Hai Phong Urban Areas such as Kim Hai (200-300,000m3/ day); The Da Do River at the fork that Hoa Binh Canal and Da Do River meet (300,000m3/ day), and Da Nang Lake (50-60,000m3/ day).


- Investment in constructing more big water works such as Hoa Binh, Thuy Nguyen, Do Son, Kien An, and some water works in districts to satisfy demand on domestic water, and making a plan for rural heavy-populated residential vicinities to build a rural water supply system.


- Surveying fresh water in locality and combing water from Hai Duong.


- Putting up domestic water averaging 180-250 liters per person and by 2020 100% of urban residents and 95% of rural residents having clean water; supplying more clean water for islands and coastal areas.


Water drainage:

- Putting the vital tasks of building an urban water system, cutting urban-flooded situations by completing water drainage projects and dredging estuaries of Cam-Lach Tray-Bach Dang Rivers; construction of underground sewerage in place of open ditches; buildup of tide flooded draining sewers.


Power supply:

Power consumption demand of Hai Phong is projected to be 3,941 GWh, making up 14% of northern region. A power system development is planned as follows:

- Stepping up construction of a 600 MW thermoelectric plant at Minh Duc-Pha Rung IP


- Improvement and up-gradation of underground medium voltage electrical networks (22kV) combined with closed 22/0.4 kV transformers or kiosk stations; an underground low voltage electric networks at art and technical standards of urban landscapes.


- Completing construction of urban low and medium power supply systems.


- Cranking up power systems for export new-built processing zones, IPs, and electrifying rural areas



Prioritizing investment in post-telecommunications; striving to gain 100 people/ 35 phone sets by 2010 and 65 phone sets by 2020.
