Development orientation of Thua Thien Hue for period 2011-2015 - Part 1 PDF Print

VIETlogo_cucRADE - On May 25, 2009, the Politburo has issued Conclusion No. 48-KL/TW on "Construction and development of Thua Thien Hue Province and Hue City through 2020" and on June 17, 2009, the Prime Minister has made the Decision No. 86/2009/QĐ-TTg approving the master plan on socio-economic development of Thua Thien – Hue by 2020; accordingly, defining the target: “Drive Thua Thien Hue into a centrally governed city in the next few years, a centre of the central region, a major cultural and tourism centre, a science – technology centre, a medical centre, and an education – training centre. By 2020 Thua Thien Hue is an urban centre of national, regional and international scale, and an economic, cultural, scientific, technological, medical and education centre in Vietnam and Southeast Asia”.

 

This policy is of great importance for Thua Thien Hue Province to bring into play, at the highest, all resources to develop and preserve Hue heritage; also, it is the major target and determination of the Party Committee, the provincial authority and local people, so as to make the best use of advantages, striving to foster Thua Thien Hue to become an urban center of national, regional and international scale.

 

In the 14th meeting session, the provincial People’s Council V has approved and passed the master plan to build up Thua Thien Hue Province as a centrally governed city; the 4th Conference of Provincial Committee of the Party (term XIV) has approved the Resolution to build Thua Thien Hue as a centrally control municipality through the period 2011-2015.:  Accordingly, the development orientation of Thua Thien Hue for period 2011-2015, will be as below:

 

GENERAL OBJECTIVES

Thua Thien Hue is striving to be a city under the authority of Central Government, a center of Central Vietnam, and big center of culture, tourism, sciences and technology, in-depth health, high quality education – training in terms of multi-sphere and multi-domain,  sustainable economy, democracy and rules, improved living standard, and enhanced security and national defence, stable society-politics.

 

MAJOR OBJECTIVES

- Provincial GDP rises averagely over 13% annually, which is shown as follows:

+ Services in rise            12 - 13% 

+ Industry – construction   16 -  17%   

+ Agro-forest-fishery           2 - 3%   

- Average GDP per capita in 2015 will be 2,300 USD, higher than average GDP of the Nation

- Economic structures to 2015: services 47 - 48%, industry and construction 43 - 44%, and  agro-forestfishery 8 - 9%.

- Export revenue value in 2015 will be 650 - 700 million USD.

- Provincial budget collection in 2015 will be between 6,000  and 6,500 billion VND.

- Total provincial investment capital in 5 years will be between 90, 000 and 100,000 billion VND.

- Basically, buildup of rural roads, water supply to districts in plain and towns, crowded residential areas in Nam Dong, A Luoi, settlement of Thuong Thanh Area, Ta Lach Irrigational Works, some bridges over the Huong River, and restoration of Imperial Enclose will be completed. Wastewater treatment and water improvement project in Hue City will be in production.

Natural population increase rate some 1 - 1,1%.

- Malnourished under-5-years-old children rate decrease below 14%.

- Trained labors 60% and provision of jobs to over 14,000 – 16,000 labors a year.

- Poor household rate decrease below 5% (based on standards of a 2011 – 2015 period), and

- Urbanization rate 50 - 60%

-  Rate of rural households with potable water 63%

- Covering rate of forests in rise 58%, 95% in urban areas, 70%  of industrial parks with waste treatment systems, solid material treatment and collection systems, and 100%  of treated and collected health waste with environmental standard.

 

In order to obtain above important targets, the 5th and 7th Conference of Provincial Party Executive Commitee, term XIV, has issued the resolution determining four key missions as follows: 

 

I/ Build up Thua Thien Hue to deserve to the stature of a unique center of culture and tourism on national scale, for the period 2011 – 2015, vision to 2020

Targets:

Enhancing the tradition of history rich national characteristics, culture, revolution, exploiting existing potentials and advantages for culture and tourism development. Building a wholesome cultural environment, with a bold cultural characteristics of Hue, with close connection to preserving, enhancing values of cultural heritages. Associating culture with tourism, developing tourism as a key economic sector, with higher contribution to GDP. Striving to construct Thua Thien Hue, being deserving to the stature of a special center of culture and tourism of the whole nation.

 

Some targets to 2015:

Basically finish restoring the Royal Palace and some important monuments.

- Construct major cultural buildings, including:

Conference Center, National Preservation Center, Museum of Nature of Central Region coastal provinces, Museum of History and Revolution, System of Hue Museums, Movie Center, International Park of Statue, Tunnel of Tri Thien Party Committee Zone. Construct statues in the list being approved by the Government. 55% of villages, hamlets and neighborhoods have been expected to have house for community activities.

 

- Construct and improve the School of Culture and Art to the College of Culture and Art, Hue College of Tourism to University of Tourism; support in promoting the Project of constructing facilities for Hue Music Academy.

 

- It is expected that 100% of villages, hamlets and neighborhoods to register as cultural unit, of which 95% reaches standard; 100% of agencies register as cultural unit, of which 98% meet requirements; 100% of families register as cultural families, of which 90% is satisfactory.

 

- It is aimed to reach 2.5 to 3 million of tourists;of which, foreign visitors are expected to be 1.2 million. Average staying duration for each tourist is expected to be 2.5 – 3 days.

 

- Revenue from tourism services would be more than 3,000 billion dongs.

 

-Tourism – Service accounts for 48% of GDP.
