Orientation for the socio-economic development of Lam Dong for the period 2011-2015 Print

VIETReconomic_development_in_Lam_Dong_5ADE - Enhancing the quality of the socio-economic development, creating a strong change in economic structure; applying scientific and technological advances in production and management; enhancing the educa- tional and training quality; developing human resources, healthcare, culture and sports. By 2020, Lam Dong becomes Central Highlands’ developed province having a stably-developed economy and a rather synchronous infrastructure structure; the material and cul- tural life of the people will be enhanced; the social security and national defense will be consolidated; GDP per capita will equal that of the whole nation’s.

 

** Specific objectives

a)  Economic development

- Annual average GDP growth in the period of 2011-2015 will reach 15-16% of which agriculture increases by 7.8-8.3%, industry-construction increases by 22.5-24.1%, and services increases by 19-20%.

 

Objectives for each year follow:

- GDP of 2011 increases 15-16% of which agriculture increases 8.5-9.5%, industry-construction increases 24-25%, and services increases 19-20%.

- GDP of 2012 increases 16.4-17.5% of which agriculture increases 8.5-9%, industry-construction increases 26-28%, and services increase 21-22%.

- GDP of 2013 increases 15.6-16.7% of which agriculture increases 8-8.5%, industry-construction increases 24-25%, and services increase by 20-21%.

- GDP of 2014 increases 14.4-15.2% of which agriculture increases 7.5%, industry-construction increase 20.5-22%, and services increase by 18-19%.

- GDP of 2015 increases 13.6-14.6% of which agriculture increases 6.5-7%, industry-construction increase 19-20.5%, and services increase 17-18%.

 

- By the year 2015, GDP per capita attains 44.5-46.2 mil- lion VND (US$2,200-2,300), doubling that of 2010’s.

 

- Economic structure in 2015: the ratio between agricul- ture and forestry is 36.8-37%, industry-construction 26.8-28%, and services 35.2-35.8%.

 

- Average increasing rate of total export revenue is 26.3%/year, export revenue in 2015 reaches US$800 million, and total export revenue in the five years will be US$2.86 billion.

 

- Total social investment capital in five years reaches 94-95 trillion VND, increasing 15.8%/year, equaling 44% in comparison to GDP, 2.6 times more than that of the period 2006-2010.

 

- State’s budget in 2015 reaches 8.7 trillion VND. The total budget in the period of 2011-2015 will be 29.8-30.5 trillion VND, increasing 21.4%/year. The ratio between GDP and budget will be 13.8-14.3% of which taxes and fees will be 19.2-19.7 trillion VND, accounting for 8.7-9.3%.

 

- By 2015, average production value per 1ha of agricul- tural land will be 100 million VND.

b) Social development

- Reducing annual growth by 0.03-0.04%, keeping natu- ral population growth under 1.3% by 2015. Population in 2015 will be 1.3 million people.

 

- The poor household rate reduces by 2-3%/year, but that of the ethnic minorities 8%/year. Thirty percent of the communes reach the new rural area standard. Reduce the unemployment in urban areas to below 2.5%. Create jobs for 28-30 million workers a year.

 

- By 2015, 100% of the communes reach the healthcare national standard, averaging 29 sick-beds/ 10,000 peo- ple, 6 doctors/10,000 people. District hospitals will be upgraded to second-class hospitals. The malnutrition rate of children under 5 years old is under 15% in 2015.

 

- By 2015, 30% of the communes, wards and towns; 75% of villages and neighorhoods; 85% of the households; and 95% of the organizations reach the cultural standard.

 

- By 2015, 80% of the relevant children will go to kinder- garten. Those employees who have been trained will be 35-40%, and 36-40% of the schools reach the national standard.

 

c) Environment protection

- By 2015, 90% of the urban inhabitants use clean water, and 85% of the rural inhabitants use safe water.

- By 2015, 100% of the harmful waste matter and 85-90% of everyday-life waste will be collected and dis- posed.

-The coverage rate of forest will be maintained at over 61%.

 

d. Investment for the development

To reach the above targets, the expected investment capital must be at least 95 trillion VND, the gain will be 13.5% of which the State budget will be responsible for 12 trillion VND, accounting for 13%; the government’s bond capital is 3 trillion VND, accounting for 3%; the State credit capital is 3 trillion VND, accounting for 3%; the State-run enterprises  capital is 3 trillion VND, ac- counting for 3%; FDI capital is 4 trillion VND, account- ing for 4%, and private enterprises’ capital is 70 trillion VND, accounting for 74%.

 

- Investment capital in 2011: 14 trillion VND of which the State budget is 2 trillion VND

- Investment capital in 2012: 16 trillion VND of which the State budget is 2 trillion VND

- Investment capital in 2013: 19 trillion VND of which the State budget is 3 trillion VND

- Investment capital in 2014: 21 trillion VND of which the State budget is 3 trillion VND

- Investment capital in 2015: 24 trillion VND of which the State budget is 3 trillion VND.
