1. Economic growth

The provincial economy has been greatly affected by the unusual movement of the domestic and international economy over the 5 years. In the first two years of 2006-2007, the provincial GDP grew rapidly thanks to the support from the Government and the promotion of the province’s potentialities and strengths: 2006 11.53%, 2007 11.2%. By the end of 2007 and the first several months of 2008, because of high inflation rate and other unfavourable factors such as: global financial crisis and economic depression, disadvantageous climate change, reduced export markets, decreased investment and investment attraction, etc., the provincial economic growth potentiality has been restricted. Facing that situation, the provincial authorities have directed the drastic implementation of the Resolution 30/2008/NQ-CP by the Government, Decision 390/QD-TTg by the Prime Minister and other annual governmental resolutions on directing and managing the social economy and the state budget; in which concentrating on such key solutions as: preferential policy on credit interest rate, export encouragement, domestic market development; investment and consumption incentive policies, production development support, making good the sequences of natural disasters and epidemic diseases; managing the plan of basic construction and state budget expenses towards restraining the inflation; ensuring social security, creating jobs, reducing the unemployment rate, etc. Thanks to that, the growth rate of GDP increased by 10.3% in 2008 and 9.1% in 2009.


The global financial crisis and economic depression in early 2010 has not been stably recovered and is still negatively affecting the macroeconomy and slowing down the growth impetus. Besides, the rising in prices of main commodities in the first months of the year, epidemic diseases and the regular power cut have affected the production and people’s life. The provincial authorities have directed the prompt and drastic implementation of solutions in the Resolution 03/NQ-CP and Resolution 18/NQ-CP of the Government, so that the provincial GDP in 2010 reaches 10.6%.


Overcoming the difficulties and challenges over the past 5 years, the provincial social economy has had important results. The average growth rate of GDP reaches 10.7%, which is higher than previous stages. The total local products in 2010 (compared price) reaches 3,008 billion VND, 1.6 times higher than that of 2005. The economic structure has moved in the right direction. Construction-industry increases from 25.6% in 2005 to 35.8% in 2010; agro-forestry-fishery from decrease from 35.9% in 2005 to 28.4% in 2010; commerce-service increase from 35.1% to 35.8%. Within each economic industry, there is a change in production structure in the direction of increasing the using of new technologies, industries having high added values, associating production with market.


Together with the economic structure movement, the labour structure has had appropriate change. The ratio of agro-forestry-fishery over the total social labour decreases from 62.8% in 2005 to 55% in 2010; labour in non-agricultural industries increases from 37.2% in 2005 to 45% in 2010.


The movement of economic and labour structures in the direction of concentrating on advantageous industries has contributed to the increase of social labour productivity in the period of 2006-2010 from 12.1 million VND in 2005 to 31.4 million in 2010 (calculated by the current price), reaching the ratio of 21%/year. The growth quality of the economy has been significantly improved. The per capita GDP (current price) in 2010 reaches 16.4 billion VND, 2 times higher than that of 2005, which speeds up the economic development and increases the accumulation for the reinvestment in the people. The ratio of poor household decreases rapidly from 28.8% in 2006 to 12.5% in 2010. The economic development has gradually been associated with the environmental protection. The provincial authorities have effectively solved the matters of water for everyday life, waste and waste water treatment, tree planting in urban areas, preventing being burried from sand blewn by the wind.
