VIETRADE - Many renewals for the socio-economic infrastructure and urban appearance

Upon the strong socio-economic development, infrastructure was also planned and built ever-improving, contributing to a significant change of the province’s appearance. The province in 1995 had only 1,964 km of traffic road, including 298 km of asphalt and asphalt concrete road with the total investment capital in the traffic works of 1,280 billion dongs. Currently, 100% of villages in the locality have asphalt roads toward the communal center; the transportation system is increasingly being upgraded and improved, creating conditions for the socio-economic development of the province. Along with the “great positive changes” on all aspects of social life, its urban appearance has been planned, expanded and developed, consisting of eight urban and IPs. They contributed to the driving force for the socio-economic development and the economic structure shift in both urban and rural areas over the past 20 years. The urban construction and planning were developed under the direction of socialization. Many works car ried out by both the State and public recorded high efficiency. Allurban areas in the province have scientific and feasible planning approved for general construction; functional urban areas such as IPs, tourism areas, urban centers, and civil areas have detailed construction plan with the scale of 1/2000 as a basis for management and investment appeal.

 

The urban space has been developed and expanded rapidly with presence of urban areas such as: Chi Linh Center, North Vung Tau City Airport, Phu My urban area, Dat Do and Phuoc Hai Towns. The western IP of the province was formed and developed. Four out of 10 IPs have been occupied basically and the deep-water port system was initially active. The eastern coastal tourism area along with the international tourism complexes: Bau Trung, Cua Lap, Long Hai, Loc An, Ho Tram, Binh Chau, etc. are being formulated, attracting many large foreign and domestic investment projects. The system of technical and social infrastructure works has been upgraded and developed rather synchronously.

Social security issues fully concerned

In spite of high GDP per capita, the real income of people in different regions is low and has large disparity. The province, therefore, always performs the best policies of social security, care for the ma carterial and spiritual life of all working people, family under preferential treatment policy, religious people, and people of minority ethnics. The quality of material and spiritual life has enhanced remarkably over the past twenty years. The solutions of social security are always respected and carried out synchronously by the provincial leaders. This is shown clearly through the poverty alleviation programs, credit programs for the poor,  construction of houses for the poor, etc. As of the end 2009, the province had 6,373/8,500 households out of poverty according to the provincial standard. And in 2010, it had 1,500 households getting rid of poverty according to the provincial standard and 600 households out of poverty according to the national standard; the rate of poor household fell down below 1%.

 

Network of medical facilities has been continuously strengthened. Basic medical facilities including ward and communal medical units have so far completed targets: 100% of communes have doctors and 100% wards and communes have midwife or physician, 100 % communes have druggist, 100% villages have health staff and community health staff. 25/49 communes built houses for doctors. Ba Ria-Vung Tau is one of the few localities in the country that constructed houses for communal doctor. Due to such achievement, the provincial health sector was commended by the Ministry of Health as the flagship for formulating basic medical facility network and as one of three localities with a complete health care network in the country. The political security and social order are maintained stably. The reform of administrative procedures and IT application in state administrative management is concerned and performed by departments at all levels.
