State of Ha Tinh Socio-Economic Development - Part 1 PDF Print

Average annual economic growth came up to 9.6% (8.6% in 2001-2005). The industries of industry – construction and trade – services accounted for 73%. The economic structure made a positive move, by which industry-construction jumped to 32.4% from 25.56%, trade – services to 32.6% from 31.26%, and agro-forest-fishery decreased to 35% from 43.15%. Average GDP per capita in 2010 amounted to 11 million VND, higher than the target to be formulated by the Provincial Party Congress.


Industry – home craft continued to be a rapid growth – a foundation for industrialization, modernization, prompting of service development and labor shift in rural areas. Industrial production put active moving paces for economic structure as well as its industry. Average annual industrial production value increased by 18.7% over 15.7% in 2001-2005. Product quality went up. Density of mine exploitation industry fell to 19.5% from 24.4%. Industry of processing and electricity and water supply jumped to 78.3% from 75.6%. It was in favor of tapping potentality and strengths in the process of attraction and investment into national-scaled key projects. Big-scaled heavy industrial centers in Vung Ang Economic Park were built up to make key products of cast iron, steel, thermoelectricity, petrochemistry, and auxiliary industry. Enterprises rose above difficulties from global and national economic slowdown. Many projects focused on completion of investing phrase, then went into production in an attempt to drive industry and construction to go forward. They are Vu Quang Iron Plant, Huong Son Hydroelectric Plant, LILAMA Soldering Iron Plant, and Vedan Cassava Processing Plant. .


The Province was bound up in home craft and traditional villages, so it offered investors favorable conditions such as policies, mechanism, capital for investment and infrastructure, and production support to make a positive move in rural economic change. It was important to build up necessary infrastructure systems in Vung Ang Economic Park, Cau Treo International Border Gate Economic Park, Ha Tinh City, industrial parks and clusters. Besides, all modes of enterprises were made possible to cash in on their businesses.


The investment environment was improved due to promulgation of business encouraging mechanism and preferential investment into Vung Ang Economic Park, Cau Treo International Border Gate Park, and industrial parks. The Provincial authorities managed to reform administrative procudures – quickly-solved and clear – so the investment attraction bore fruits. Cooperation agreement in terms of comprehensive investment between Vietnam Petrol Group and Ha Tinh was implemented. To date certificates of investment have been given to 133 projects at total registered capital of 192,247 billion VND. Typical projects comprise metallurgical complex, Formosa Ha Tinh Son Duong Port, Thach Khe Iron Plant, and Vung Ang I & II Thermoelectric Plant.


The Province has looked to the work of planning and planning management as a tool in the development of industries and domains and concretization of socio-economic orientation, and as a base in investment and development of technique infrastruture. It worked closely with overseas consultant units to make a general planning of socio-economic strategy for districts and Ha Tinh City. The planning of industries, areas, important domains has been being made and amended. 100% of rural areas, economic and industrial parks were approved to make the detail planning 1/ 2,000 in contribution to improvement of effective management at all levels of local authorities and offering of favorable conditions to residents and investors for general development.


Ha_Tinh_4It was necessary to monitor the work of planning management and protection to find out and deal clearly with those that violated.

Agricultural production did miracles with cultivation and breeding, whereby average annual production output value increased by 5.64%, food productivity was 47,000 tons a year, particularly 49,000 tons in 2010. Structure of cultivation and breeding was lifted forward commodity production. Technical advancements in breed and cultivation method were applied to put up productivity, quality, and product value. In 2010, production value hit over 44 million VND/ha, making a 1.9-fold rise over the first period. Breeding brought out both quantity and quality by force of the work of prevention of epidemic diseases. Density of breeding in agriculture rose to 425 from 31.39%.


The care and protection of forests and rubber trees did bear fruits for the economy. The area of forests increased to 9,000 ha from 3,700 ha. 5 million ha of forest were planted. Protective forests, special forests were watched out and bare hills were planted as material forests. 3 kinds of forests were planned to protect and develop and some forest land was used to grow rubber trees. To date, rate of covered forests increased to 52% from 47%.


The fishery was continuous development in exploitation, culture, processing for export. Fishery encouragement and quarantine were always reminded. Total average annual output was 6.3%. In 2010, it reached 37,100 tons. Young fish farms in the Province provided nearly 40% for province –wide farms.


Rural infrastructure’s projects have been invested to serve agricultural and rural areas as well as protect environment. The Province always focused on construction of traffic roads, so it was awarded an excellent emulation flag in 5 consecutive years (2005-2009) by Prime Minister. To date, it has had 4,418-km roads concrete and tar – built, and had 2, 916/5, 919 km ditches concrete-built in rural areas, making up 49%. 99.6% households used electricity from the national electric network. The prevention of storms and floods was actively implemented to limit damage about assets and lost lives.


The Province managed to change agricultural land use in phrase 2 in line with economic structure transition in agriculture in 2010. career training, traditional career development, new career training for rural labors were avtively done. Tradional villages and cooperatives purchased new equipment and machines to extend their production and consumption markets.


It was of step by step to apply the movement of new rural construction under the Decision No2 issued by Provincial Committee of Party (the 15th session), schemes carrying out the seventh Central Decision (the tenth National Assembly) and the Decision No8 issued by Provincial Committee of Party (the 16th session) for agriculture, peasants, and rural areas. Accordingly, Gia Pho Commune in Huong Khe District was chosen as pilot new rural commune by the Central Authorities while 12 communes were chosen as pilot new rural communes by the Provincial Authorities. 236 communes in the compass were surveyed under national criteria in terms of new rural standards. As a result, 19 communes fulfiled ten criteria and above.


Key works and big-scaled projects were actively implemented. Thach Khe Iron Mine were done to remove 7 million m3 of top layer and mined in 2011. A construction site for a steel processing plant has been forwarded to give damages to those who own the land.


Vung Ang Economic Park’s authorities granted certificates of business to 84 projects at registered capital of 180,000 billion VND. Some typical other works and projects are under construction such as Vung Ang I Thermoelectric Plant (1,200 MW), a metallurgical complex, Ha Tinh Son Duong Formosa Port, Ho Tau Voi Tourist Area, Phu Vinh Service – Urban Area, metallurgical works from Ha Tinh Joint Stock Company. In addition, some big projects have been in the process of completion to receive certificates of business. They are a petrolchemical plant at annual capacity of 17 million tons (12.47 billion USD), metallurgical works from Thach Khe Iron Joint Stock Company, and Vung Ang II Thermoelectric Plant.
