QuangBinh3VIETRADE- Despite taking the bull by the horns in the period of 2006 – 2010, particularly in 2007, 2008, and 2009 on which the global economic slowdown, natural disasters, and wild fluctuations of the national economy resulted from immeasurable changes, Quang Binh Economy, assisted by the Central Authorities, provincial authorities, went on with a good growth. Accordingly, Quang Binh Economy continually went forward thanks to finished basic targets, upgraded economic effect, improved culture and society, eradication of hunger and alleviation of poverty implemented, public order, and controlled natural resources and environment.


Estimated outcomes against key targets of a 5 - year plan (2006-2010):

- Average economic growth of 10.7% yearly (a 5-year plan 11 – 12%)

- Agro-forest-fishery value increasing averagely by 5.45% yearly (a 5-year plan 4 – 4.5%)

- Home craft and industry value by 19% (a 5-year plan 20 – 21%)

- Services value by 13% (a 5-year plan 11 – 12%)

- To 2010 economic structure:

+ Agro-forest-fishery value making up 21.7% (2010 plan 20%)

+ Construction and industry value 37.5% (2010 plan 40%)

+ Services value 40.6% (2010 plan 40%)

- Food productivity hitting 25,400 tons in 2010 (a 5-year plan 25.5 - 26,000 tons)

- Export revenue 109 million USD in 2010 (2010 plan 45 - 50 million USD)

- Provincial budget collection 1, 343.3 billion VND in 2010 (2010 plan over 1, 000 billion VND)

- 100% medical stations with doctors (2010 plan 100% medical stations with doctors)

- 71. 7% of communes and wards with medical standard (2010 plan 70%)

- Ratio of malnourished children under 5 dropping to 23.5% (2010 plan 18-20%)

- 99.4% of communes, wards, and towns finishing education of junior school (2010 plan 100% of communes, wards, and towns)

- Rate of poor households decreasing by 3.99% yearly (2010 plan 3.5 – 4%)

- 29,000 labors with jobs yearly and 18,000 new jobs to be offered (2010 plan 24,000 – 25,000 labors with jobs and 17 – 18,000 new jobs to be offered)

- Birth rate decreasing by 0,25%/a year (2010 plan 0.4-0.5%)

- 73.2% of rural residents with potable water

- 67.2% of forests to be covered (2010 plan 65%)(2010 plan 10%)

-Average GDP per capita 752 USD (2010 plan 700-800 USD)




1. Economic growth and structure shift

With the purpose of rapid economic development, the Province is trying to get ahead of poor provinces and gradually put foundation for sustainable development. In the 5-year period of 2006 – 2010, economic growth rate rose to 10.7%, higher than 2.14% as against the period of 2001–20051, a so-far highest economic growth rate. Economic shift and interior re-structure of each industry came up to active steps, thereby reducing agro-forest- fishery density, raising density of industry-construction and services. In agriculture, livestock breeding made up a high rate and agricultural production gradually satisfied the demand of the market and the processing industry2. Average GDP per capita climbed dramatically, which narrowed the gap that average GDP per capita of the nation created3.


2. The work of planning

The work of planning has borne fruits by force of awareness of planning importance. It is important to have had some crucial planning projects done such as provincial socio-economic overall planning to 2020, Dong Ho Municipal Overall Planning, Hon La Economic Park Planning, industrial parks planning to 2020, trade development planning, Cha Lo Border Gate Economic Park, a 2010-2020 land use planning, and Phong Nha – Ke Bang National Park Planning for sustainable tourist development. The Province in cooperation with national research institutes, and domestic and overseas advisors made the work of planning in an effort to satisfy the demand of increasing socio-economic development and attract investors.


3. Industry and home craft

Industrial output value in the period of 2006-2010 climbed to 19.0% yearly9, a never-seen highest growth rate. The industry was positive about a key one to gain highlighted paces by forces of new technology and re-structure of production. Important industries of materials procession of cement, wood, beer, tiles were set up. Infrastructure of industrial parks and clusters was synchronously invested. Big – scaled plants into operation comprise Ha Quang Im- Export Plant, Quang Binh-Ha Noi Beer Plant at capacity of 30 million liters a year, Song Gianh Cement Plant at capacity of 1.4 million tons a year, Ang Son I Cement Plant, Kcraft Paper Plant, and shipbuilding plant. In addition, Hon La Economic Park will be a new driving force in socio-economic development in the time to come.


Reasonable has been industrial production structure, in which state-owned industry density went down, non-state owned industry density went up and non-state owned industry was encouraged to develop. The Province made a fuss over programs of home craft and rural career development. Traditional careers producing furniture, bamboo products, fine arts products, and silk fiber were revived.
