VIETRADE - A week to popularize geographical indication (GI) for Phu Quoc fish sauce kicked off with a training course on managing registered GI Phu Quoc fish sauce on the morning of July 15 at Phu Quoc Island. The week, which was co-organized by Phu Quoc Department of Science and Technology, Phu Quoc Fish Sauce Association and the Ministry of Industry and Trade, took place on Phu Quoc Island, in Ho Chi Minh City and the capital city of Hanoi.


On July 17, Ho Chi Minh City held a seminar and a press conference to popularize the registered GI Phu Quoc fish sauce and to raise awareness among distributors and consumers about the authenticity ofthe products bearing GI Phu Quoc. A similar seminar was arranged in Hanoi five days later.


The events were aimed at widely disseminating the new rules and instructions on how to use and manage GI Phu Quoc fish sauce to producers, distributors, consumers, at the same time combating intellectual property rights infringement in respect of GI Phu Quoc fish sauce.


Speaking at the opening ceremony, Deputy Minister of Industry and Trade Ho Thi Kim Thoa stressed that major problems must be currently dealt with - taking measures to handle piracy and counterfeits, planning production to ensure stable source of materials as well as raising awareness of manufacturers, distributors and consumers about product quality requirements for Phu Quoc fish sauce.


Addressing the event, Vice Chairman of Kien Giang People’s Committee Nguyen Thanh Nghi suggested that the regulations on management and usage of GI Phu Quoc fish sauce must be fully complied with by all authorities, Phu Quoc Fish Sauce Association and local producers. It is the only way to promote and enhance the value of Phu Quoc fish sauce in order to maintain the reputation and consumer confidence.


“From now on, Kien Giang will take tough measures to control the market and handle infringement of intellectual property rights with respect to GI Phu Quoc fish sauce”, insisted Mr. Nghi.


Shortly after the opening ceremony, there was a training workshop on management and efficient use of GI Phu Quoc fish sauce with the participation of representatives from local manufacturing and trading enterprises. At the workshop, participants were introduced to new management policy of GI Phu Quoc fish sauce, GI-s under the perspective of intellectual property violations, plans for protection and control of GI infringement, how to take advantage of GI Phu Quoc fish sauce in doing business.


The workshop was the practical training to equip associations, businesses and quality control committee for the management methods and effective use of GI Phu Quoc fish sauce. Through presentations and Q&A session staged with officials and intellectual property experts, the participants understood the management policy of local authority, tools to protect the products bearing GI, and at the same time they were aware of their role and responsibilities in protecting GI Phu Quoc fish sauce.


Phu Quoc fish sauce is famous not only in Vietnam but also around the world. The production of fish sauce has been a long-held tradition among locals on Phu Quoc Island for over 200 years. Phu Quoc fish sauce is manufactured from fresh anchovy fishing around the Phu Quoc Island.


According to Chairwoman of Phu Quoc Fish Sauce Association Nguyen Thi Tinh, in recent years, over 80% of the domestically consumed fish sauce products bearing the Phu Quoc origin have been counterfeits. Many producers from other provinces, even traders in Thailand and Hong Kong illegally used the trademark Phu Quoc for their products.


Phu Quoc fish sauce (more specifically, “extract of fish“) is the first GI registered and protected by Vietnamese law. From July 2013, Phu Quoc extract of fish is the first product from an ASEAN country to obtain the Protected Designation of Origin (PDO) protection in the territory of the 28 EU members. It is also the first Vietnamese GI to be recognized and protected in the EU, making Vietnam become one of 5 countries outside Europe region have been granted GI registration. According to the PDO certificate, only genuine fish sauce bottled in Phu Quoc and labeled “geographical indication” is ensured quality. Fish sauce products produced and bottled elsewhere will no longer be eligible for trade in 28 EU countries under the Phu Quoc fish sauce trademark. This is also the basis for the EU to handle the infringement of rights to geographical indications for Phu Quoc fish sauce in the EU. Mr. Sion Morton, Cooperation & Development Section, the Delegation of EU to Vietnam, said the recognition of the Phu Quoc fish sauce as a product of PDO in the EU is a great achievement. It is a concrete result of the effective co-operation between Vietnam and the EU. However, this is only the first step towards strengthening the Vietnam-EU relations in the field of development of GIs.


Ms. Nguyen Thi Kim Dung, Deputy Director of Thanh Ha Fish Sauce Co. Ltd - one of companies in Phu Quoc involved in fish sauce export to the EU believed that GI Phu Quoc fish sauce help businesses introduce the authenticity of products, production location, especially the fish sauce producers with well-known trademark to the world market.
