PROGRAM ACHIEVEMENTS OVER THE INCEPTION PHASE

 

1. NATIONAL AND REGIONAL EXPORT POTENTIAL ASSESSMENT

Undertake the Export Potential Assessment at national level in coordination with the regional teams and under continuous coaching from STA, STC and the Program Management Unit (PMU)

 

The list of products investigated was based on two important studies, namely the Export Opportunity  Scan(EOS) and the Export Potential Assessment (following the model of EPA 2005 under the VIE 61/94 Project, and ITC tools  such as Trade Map, Standards Map & Market Access Map.

 

Steps to conduct EPA with specific deadlines: the EPA implementation was strictly in line with the ten-step process with specific deadline agreed between the PMU and the consultant team (see EPA report for further details)

 

Large benefit for sustainability:

-       Both national and regional consultants have been trained to master EPA methodologies

-       Enhancement of the Program ownership for the local stakeholders

-       For the first time, the regional EPA assessments have been conducted

2. Institutional Assessment (IA)

The overall goal of the IA was to determine the existing institutional capacity available at the regional level and responding to the needs of both regional trade policy makers and exporting SMEs. In particular, the assessment focused on the role, mandate, competencies and actual resources of selected provincial TPOs/TSIs to deliver relevant trade support services. Possible synergies were identified with the aim to recommend appropriate trade support networking and outreaching mechanisms.

 

The IA team has identified and prioritized a large number of gaps within the regional Networks:

 

Regarding TPO’s/TSI’s/Associations: awareness raising workshops, formulation of trade development strategies, use of performance indicators, specific training manuals, client orientation, improved management practices, etc.

 

Concerning SME’s capacity building: access to and effective use of trade information (product- and market-related), market research techniques, product development, trade fair participation, prospection and sales missions, export development skills, promotional techniques, branding, etc.

 

The IA findings and conclusions are considered as a basis for the customized capacity building program to be implemented by the SECO/VIETRADE program during the period 2015-2017.

3. Regional Export Development Plan (REDP)

The REDP's formulate priority export products and services which have been identified during the EPA.The findings and conclusions of EPA, IA and REDP will serve as the basis for the design of customized capacity building activities to address the specific needs and constraints of TPOs, TSIs, associations and SMEs. As a result, these institutions will meet export development goals proposed for their regions. Implementation of the capacity building program (spread over several years) will constitute the core of the programs main phase during years 2, 3 and 4.

 

The three surveys layed the foundation for the overall work and activity plan 2015-2017.Furthermore, the involvement of local stakeholders and SME's created a regionalnetwork and build up momentum to keep them as key partners for the program. The surveys can also be considered as baseline study for measuing the progress and impact of the program. The workplan considersto carry out a follow-up survey of these assignments in 2016 but focus on the final selection of the products in the respective provinces. The PMU also recruit local consultants already familiar with the program.
