The value of agro-forest-fishery industry in the period of 2006-2010 achieved an average increase of 5.45% annually. Structure of agriculture formed a significant shif4. Makeover of rural areas together with rising factors of commodity production agricultural industry has been highlighted in Quang Binh.


a. Agriculture

Agricultural output value in the 2006-2010 period achieved an average annual growth of 4.5%, in which livestock breeding accounted for an increasing proportion. Agricultural production aimed at putting up value and quality of each unit of product, thereby raising 50 million VND or over /ha/year. In 2008, some 5.23% of cultivated area came to the goal. In 2010, some 15% of cultivated area gained the planned goal. Over 10,287 ha of paddy field for high rice make up 21% of total cultivated area. Besides, some areas for crop specialization were planned to grow high value industrial trees such as rubber trees with 7.500 ha, peanut plants with 5,000 ha, high-yield cassava plants with 3,000 ha in pursuance of providing raw materials for the processing industry.


Though the Province was affected by natural disasters, food assurance for residents was top priority shown by the numbers: 25,100 tons in 2006, over 25,400 tons in 2009 – which gets ahead of the target that congress revolution formulated.


Livestock breeding got the planned goal despite impact on unusual changing weather and epidemic diseases. Crossbred cows and pigs make up a high proportion. Many farms have been set up to keep pigs, fish, ostriches, whereby fresh meat output hit some 44,500 tons in 2010. Livestock breeding in agriculture accounted for 36.2% in 2006 and 44.5% in 2010, which was higher than average per capita of entire nation5. The work of veterinary has been bolstered, and clusters of abattoirs were set up.


b. Forestry industry

Forests have been so protected and cared that their covered areas become more and more expanded6. In 2010, forest covering jumped to 67.2%, the second biggest forest covering rate in the Nation. 3 kinds of forest were planned to give local residents forest land, forests to tap in a reasonable and effective way7. The work of forest became active due to economic objects’ contribution.


c. Fishery industry

Fishery and aquaculture have developed rapidly. Offshore fishery, particularly fish with high value, was aimed. The area of aquaculture was expanded, and white-legged shrimps have gradually been changed by sugpo prawns. Many shrimp raising modes such as extensive and semi-extensive shrimp raising modes, shrimps to be raised in sand ponds were carried out. Fishery output value rose 9.18% yearly in 5 years (2006-2010). In 2010, its output hit 48,567 tons, an average annual increase of 8.23%8. The work of prevention and protection of epidemic diseases for aquaculture was built up to limit diseases.


However, new seedling shift was slow and processed products made up a small proportion. Rural careers were in slow development and the sale of agro-forest- fishery products was flat. Some districts have not much bound up in livestock breeding development, especially the mode of farms, which is not in line with their potentiality. Illegal forestry products were seen to be on sale in some districts, and some difficulties of processed fishery were not solved in time.


5. Service industry

Service industry has responded to the increasing demand of socio-economic development and has put up residents in the compass. The industry increased by 11.6% yearly in the period of 2006-2010.


- Domestic trade: Total retail communities and social services rise 25.3% annually due to continual domestic trade. Networks of trade service are continually extended; commodities go up in quantity and quality, and are rich in their designs, meeting the demand from production and consumers. Key lines are provided for consumers in time. Market managing work against speculation, smuggling is buttressed.


- Import and export: Export value in 2010 amounted to 109 million USD. Total import-export revenue in the period of 2006- 2010 hit some 340 million USD, higher than 240 million USD compared to that in the period of 2001-2005. The market is gradually extended, and exported products become more diversified. Besides, import also responds to the demand of local production and consumption.


- Tourism: The program of tourist development is continuously prioritized to be an important economic industry and make a breakthrough for the Province. Assets of tourism such as hotels and restaurants were scaled up, whereby the number of visitors increases averagely by 12 – 14% yearly. Foreign tourists rise to 17-18% a year. In 2010, the industry attracted as many as some 846,000 arrivals, of which 22,000 are foreign tourists. Many tourist projects have gone ahead in Phong Nha-Ke Bang, Vung Chua-Dao Yen, Nhat Le-Bao Ninh, and Bang, which makes it successful to develop tourism in the years to come.


- Transportation and other services: Kinds of means of transportation have increased rapidly, and roads and routes have been built and extended. Services of banking, finance, insurance, communicat i o n , law consultancy, informatics, health, and education have set rapid paces, gratifying the increasing need from residents.

Budget collection and expenditure: Thanks to synchronous measures, budget collection climbs averagely to 19.5% yearly. In 2010, total budget collection amounted to 1,343.3 billion VND (1,000 billion VND as planned). Provincial budget is collected from production and trade of enterprises. Typical big enterprises paying the budget comprise Quang Binh-Ha Noi Beer Joint Stock Company, Quang Binh Petrol Company, Song Gianh Cement Plant, Viet Trung Rubber Company, Long Dai Company, and Viettel Branch in Quang Binh.


In 2010, total budget expenditure was some 3,818.4 billion VND – an average increase of 15% annually. The budget expenditure is always under control to make sure that spending and investment meet basic goals of socio-economic development and security.


Credit operation: Credit operation has gained good paces from fund raising and fund supplying for the economy to credit quality and paying services. Financial and credit organizations have stuck to economic goals, programs, and projects to give their loans to their owners, and have given loans to consumers in time. In the period of 2008-2009, the Province deployed solutions of currency and finance with the aim of preventing inflation and economic slowdown and keeping enterprises in the compass stable in their production, whereby the provincial economy has maintained a high growth rate.
